We are seeking an experienced Project Manager or Project Director to lead complex, multi-stakeholder Customs and digital transformation projects in Costa Rica. This role will manage the full project lifecycle for the implementation of a Customs Management System, engaging with government authorities, internal teams, and international partners to ensure successful delivery The ideal candidate has hands-on experience in Customs Administration projects, not limited to Costa Rican authorities, and a proven track record of managing international, public-sector IT implementations.

Key Responsibilities

  • Lead end-to-end delivery of digital transformation and Customs-related projects.
  • Apply international project management standards (PMI, PRINCE2, or equivalent) for methodology, reporting, and documentation.
  • Oversee implementation of information systems and process reengineering in the public sector.
  • Coordinate with internal teams, government authorities, and international stakeholders.
  • Serve as the primary liaison with Costa Rican government entities.
  • Lead multicultural and multidisciplinary teams, ensuring clear task delegation and performance management.
  • Identify project risks early, propose proactive solutions, and ensure alignment with project goals.
  • Prepare and deliver project documentation, including plans, reports, change requests, risk assessments, and handover materials.
  • Ensure project governance, compliance, and adherence to contractual obligations.
  • Represent the company in workshops, official meetings, and stakeholder engagements.

Requirements

  • Bachelor’s degree in Business Administration, Engineering, Computer Science, or related field.
  • Minimum 10 years of professional experience.
  • At least 7 years of project management experience using international methodologies (PMI, PRINCE2, or similar).
  • Proven experience managing at least 2 Customs Administration-related projects, each lasting six months or more.
  • International experience in Customs projects as a manager or technical/functional lead.
  • Strong communication, leadership, and stakeholder management skills.
  • Fluent in Spanish and English.
  • Experience with government entities is a strong advantage.

Preferred Skills

  • PMP or PRINCE2 certification.
  • Strong analytical, organizational, and strategic planning abilities.
  • Deep understanding of Customs operations, international trade processes, and trade facilitation frameworks.
  • Ability to manage complex stakeholder environments and work under pressure.
